Guidance on Horizontal Art Works

See attached Median/Right-of-Way Community Art Request Procedure from the Baltimore City Department of Transportation and follow the steps for approval from the City of Baltimore.

The DOT-ROW Division issues permit for street art in any street, subject to safety reviews. They write MOUs to grant community organizations the right to install horizontal murals upon request. DOT-ROW does not provide materials or financial support, they just do the permitting. The applicant can be any organization - the only requirements are that the organization must be in good standing with the Maryland Department of Assessments and Taxation, and the organization must have commercial liability insurance to cover the installation and maintenance of the artwork. Every application has to be reviewed by the City of Baltimore Contracts Department and then approved by the Board of Estimates.
